The Land-based Phalanx effector itself has its own Ku-band search/track radar indeed but in networked C-RAM setups, it depends on Giraffe for wider-area early detection and initial cueing, especially for sense-and-warn alerts and better trajectory prediction. If Giraffe radar is fucked, the system loses broad high-quality threat detection/classification, timely sense-and-warn and reliable cueing to effectors like Phalanx. It bdcomes useless even vs slow old-type Shaheds. Phalanx can still operate autonomously with its onboard radar for very close-in threats but overall C-RAM effectiveness drops sharply. It resilts in limited range, delayed/no alerts, reduced interception success etc etc
