In his last years he was also adamantly trying to improve his ties with the US and other western nations. They had just 6 million people. pretty much all of them were compact neatly on the coast. unlimited oil, natural gas, mining. good position on the mediterranean sea, right next to second largest consumer market in the world. some space for agriculture in northern cyrenaica for both domestic and foreign market. ample cheap migrant labor from egypt if the libyan citizens ever got too rich to do some of the work. tourism potential with tons of preserved greek, carthagian, roman, and italian colonial ruins/buildings. but yeah they somehow fucked it all up. gadaffi wasn't even that good of a leader. he didn't use the resources properly. tripoli and bengasi were terribly planned out. only good thing he did was the great water project or whatever it's called. libya needed an effective strongman like the uae had. libya had the strongman, but not the effectivity/competency.
