I think the plan is to bomb enough of their leadership, IRGC infrastructure, ballistic missile and nuclear sites until they're weakened enough to be overthrown internally. Problem is right now anti-government forces have yet to organize or even do anything so Trump may have hedged his bets on fixes provided to him by Beverley Hills Persians, it's not entirely objectively accurate info to go on.
