I believe Trump meant what he said but he got backed into a corner. Israel needed to finish the job after last year failed and they said that they are going alone, if the US doesn't join then they will use nukes on Iran.Trump had to go along with it and use the US's conventional arsenal to do it to stop it going nuclear. He couldn't put Israel in their place because he needs the neocon bloc in the senate and house to get anything done.He's screwed now but he probably thought that by getting in and out like Maduro it could have avoided a lot of deaths.
