Firstly no matter how rich you are it's basically a fancy tomb (unless you built it entirely alone or killed the workers) and secondly a shelter capable of sustaining 10 or so people, in comfort, for 10 years underground is going to cost $100M to do it right. Much easier to buy a yacht (which is exactly what all the billionaires did). A small Sailboat and the skills to use it are attainable for the common man and probably your best shot. That being said a glorified basement stocked with canned goods and ammo is not a bad idea but also not a viable long term strategy.
