Those US oil refiners aren't required to only sell to the US market, they can sell their oil to whomever they want. Thus, if a Chinaman is willing to pay more, they will export it and sell it there, even if that means an oil shortage in the US. This is why oil is priced globally. The US though is free to put export controls, but that will only drive the up the price of oil for everyone else.
