If the pool were closed, 25% of the world's oil would be trapped in the Persian Gulf, and every refinery in the world would be bidding up the remaining 75%. Like I said, just the threat of that happening sent WTI to $116 as everyone bid up whatever physical crude was available at the moment. Now it's $86.80 and still dropping.
The world didn't halve their requirements for crude oil. Consumption is the same. The supply isn't constrained, meaning the pool isn't closed.

The US both produces and consumes oil. The main stuff the US produces is light sweet crude, similar to what you get out of the Middle East.) A good proxy for that is WTI (West Texas Intermediate) which gives you a good idea of what people are paying for US light sweet crude at the time.
If the US imported a significant quantity of light sweet crude from the Persian Gulf, and could not get it through the Strait of Hormuz, the result would be increased demand for domestically-produced light sweet crude, which would cause a rise in WTI as buyers who can't get their Persian Gulf oil bid for domestically produced oil instead.
The opposite of this is happening.
