China doesn't care about winning in a particular catagory they just want to compete in as many catagories as possible. International relations, Science, Technology, War, Money, Hearts and minds influence, and any other buzz word or phrase that fits into the notion of nation state. Their weak point is pointing out that they have a small dick. Basically if you're a scientist the NSA needs to scrub your public profiles and replace them with fake profiles.
