These were given away along with welfare for free in bulks in countries like France, Germany, Sweden, etc. There is also cultural and language barrier, japs are tolerant as in nice to everyone but they will never treat you like one of their own or even really befriend you. For that reason only more dedicated people who are willing to assimilate immigrate there.For example in Poland we also didn't let any (africa/middle east) refugees in and have similar attitude to foreigners, and that's why we both are 99%+ homogeneous.
