I don't think it's a far leap to think that if my economic situation is in danger, if my family was on the verge of homelessness, if medical bills were putting us behind, I could see myself stealing from people to keep surviving. I wouldn't steal from the poor, but I would try to get by with what I could scrape away. The west is literally overflowing with riches so it makes sense for them to target the US.
