In America that "low" and "high" has had a racial element anywhere blacks live. In historical Europe, that was a class distinction. You'd have folk music that was for the low (working) classes and then chamber music for high (non-working) classes, folk music being basically the same as "black" music, which they learned from us, being divorced from their own African culture. So in America folk music became associated with blacks, who could only practice low culture since they weren't allowed in high culture, which over time made low culture into a black-exclusive activity.The thing is, low culture is fun. It's fun to dance, it's fun to party, and people like doing things that are fun. So if the only way to do something that's fun is to be culturally black, some people will just be culturally black.
