Much like Stalin and Hitler, he was a figurehead.
It was easy to exalt him when things went well, and it was even easier to blame him when things went badly.
The monarchy created the illusion that he and his people were somehow in control, then the king took away his power and arrested him in the end.
He was a cog in the machine.

You can realize it by seeing what happened after his death, when Khruschev, Kaganovich and the other vultures claim they never had any part in anything bad that had happened and it was all pinned on Stalin.
"He controlled everything, nobody could disobey" is a codeword for "everyone else is innocent".

The partition of Poland, the death of Kirov, and many other events were clearly outside of his control - but even imagining that people like Molotov were somehow manipulating him is considered madness and nonsense.
