The entire situation is so comically fucked that it does feel intentional. Drive up the cost of living to even higher levels, remove the freedom of travel for the average person, and an attempt to get people back to supporting the dumbfuck suicide cult known as the Democratic party. But it's genuinely hard to say since every time Trump and his administration speak they sound completely honest in their baffling incompetence.
