If some country raises their price of oil they are also going to raise their price to maximize profits. Oil prices only drop when one has an excess and needs to get rid of the surplus. Biden emptied our government owned surplus in 2022 to our lowest ever in 40 years. Then cut production to replenish those reserves through new regulations.
