It is just money designated to be spent on whatever the politicians have schemed the public will agree with (Healthcare, defence), while only a small percentage actually goes towards that while the rest is graft and bribes. It takes all kinds of "legal" forms, tax charitable status, "tenders", "political donations", etc. The only variation is what percentage of the spending is corrupted. Sometimes its 90% (healthcare and defence). Sometimes its a bit higher like 50% for pensions.
