It was most likely New York who got permission from the top guys left in Jersey (Paulie and Patsy) to go through with it. Revenge for Phil, Coco, and others, plus the fact that Tony is so unstable and difficult to work with. With Tony taken out, someone with brains that's also easy to work with can take over and benefit everyone in NY and NJ (probably Patsy since he was actually intelligent and Paulie was unwilling to lead).

He's about to get RICO'd, most of his crew is dead, his family is moving forward without him, and he's going to be a high priority target within the mon, and for the feds for the rest of his life. We as the viewer are finally experiencing the level of anxiety and paranoia that Tony has let ruin him for the run of the series, and just like him, we don't get to know what happens next. Paulie wouldn't have whacked him, though. Would have been someone from New York, or Carlo.

He lives in a state of such abject paranoia he might as well be dead at that moment, because any other escape from his life has been completely closed off.
