Debt, duh. Besides, they spent the (insane amount of) money throughout the past years on SLS, a congress mandated jobs/votes/corruption program that was not intended to actually accomplish anything. It's a miracle there is even something that can fly to the moon, yet it's still incredibly insufficient compared to the goal of building a base on the moon. The current SLS cadence of launch maybe once a year, billions of dollars a pop is not viable for anything beyond a basic footprints on the moon mission, which would be very underwhelming. The new admin Jared Isaacman is trying to salvage it so SLS does the first few missions until Starship can take over. Pray Starship succeeds.
