The current plan is to return to the moon. No plan for a permanent base.
Americans never even had their own space station (both Russia and China had), they have no experience in making people stay in space for a prolonged period on their own. They always relied on others for those things. The major parts of the ISS were all delivered by Russia. The USA barely managed to install a little ball in 2016.

It's a miracle there is even something that can fly to the moon, yet it's still incredibly insufficient compared to the goal of building a base on the moon. The current SLS cadence of launch maybe once a year, billions of dollars a pop is not viable for anything beyond a basic footprints on the moon mission, which would be very underwhelming. The new admin Jared Isaacman is trying to salvage it so SLS does the first few missions until Starship can take over. Pray Starship succeeds. SLS is a dead end.
