What the chart shows is that China's transportation system uses relatively little oil and thus China is relatively insulated from the price of oil.

The same is also true for China's petrochemical industry, which to a large extent uses coal rather than oil.

China is also relatively insulated from the price of LNG. China's electric grid uses relatively little natural gas, and only 1/4 of that natural gas is LNG. Furthermore, China's industry depends relatively little LNG as a feedstock; it tends to use coal instead.
