Many of the lifeboats launched mostly empty because people didn't think the ship would actually sink, and back then lifeboats in general were considered a death sentence. Titanic was a unique exception to this because the ocean was extremely calm. But normally, you had good risk of being swallowed up by waves, or drifting towards the propellers, etc. So you would just have to board one of the early life boats.
