A generation of top men fresh out of WW2 then jet aviation in the Korean war were given decades to do nothing but get to the moon. They succeeded but over many many iterative missions gradually developing not just the tech but the know how and expertise to get there.

The tech is better now but because it’s been 50 years since anyone’s done a moon mission the know how, will, expertise, and tested/trusted equipment died with them. Therefore, Artemis has to take a couple years to get rolling as a new generation has to retread in the original NASA’s footsteps, with a lot of side objectives besides just the moon landing like relatively cheap reusable rockets. All their equipment is brand new and untested, so overall their pace is literally just 1. Test the rocket 2. Test the rocket and systems by flying to the moon and back 3. Test the lander 4. Land; getting men on the surface of the moon by Artemis 4 as opposed to Apollo’s 11 (plus Gemini and Mercury missions).

You want things to fail in tests, you see a lot of them with SpaceX because they actually test and iterate a lot. Falcon rockets also failed a lot, especially the landing boosters, and that data is what made them now reliable.
Artemis is over-complicated with all the different vehicles and docking maneuvers because they're stuck with the Senate Launch System, but hopefully they streamline it when Starship is ready and they can just use the whole integrated thing which would be a lot of cheaper and reliable.
