Anyways for getting anything offensive drawn by human artists:
Look for something to the tune of "Anything Goes" or "Emergency Commissions" (desperate and will likely draw about anything, I will leave the ethics of this up to you).
If that also fails look though /ic/'s discord servers. Because the userbase is from 4chan you are bound to find someone who is willing to draw your racist caricature.

You may or may not get a siganture/have it on social media but much more likely to draw it.
Main reason for this is because the artist does not want to get canceled
