They've been using the same Constitution for hundreds of years now, the other countries are all newly formed. A hot war on American soil is absurd to think of because of how armed the population is. The other three countries always have the looming threat of war or revolution that could wipe them out completely. China's growth is dependent on them being able to select successors for their cabinets, one critical miss could lead to a Mao Zedong situation and a complete breakdown of their entire project. India is surrounded by enemies and is easy to invade.
