To this day I have yet to hear a convincing explanation why x-ray / UV lithography chip tech cannot be recreated in other countries i.e China or the US or anywhere with sufficient motivation to do so + the money to burn + the minds to set to the task. I don't mean buying a pre-fabbed machine from ASML and having it shipped over. I mean doing what they are doing.

You can't just say "oh it's really hard". That's not an explanation. There's no task or set of instructions that can be followed by one group of modern, intelligent humans but not others. That it's private intellectual property is also not an explanation. Industrial espionage happens on a global scale, everyone is at it. If someone can give me a sane, rational explanation why Taiwan and the Netherlands can produce the top-end chips but no one else can, I'm willing to listen.

I can't speak for other cultures but America is too individualized and lacks the discipline for precision manufacturing. Same reason American car makers still can't replicate the fit and finish of German brands. Everyone from top to bottom just has their own agenda... "not my problem". Look at German factories on YouTube, that sort elegance and orderliness hardly exists in America. Everyone at every level of an organization just has their own perverse incentives and fiefdoms and there isn't a cohesive direction or organization for anything. The top is focused on stock prices, middle management is trying to goose the numbers and kiss ass to climb higher in the organization, and the workers on the bottom just want to fuck off and go home. You might find small and medium businesses that operate elegantly, but over time they just devolve into a quagmire of completely disjointed goals and motivations. Every company I've worked for is like this. Maybe a place like Silicon Valley you could get a sufficiently intelligent and focused workforce to get something going, but it's extremely difficult for the most part because there is just too many perverse incentives and competing interests to accomplish anything of great complexity.

EUV LLC is the name of the original consortium. The Department of Energy did indeed develop the technology and license commercial development to ASML. The CRADA agreement between the DoE and the consortium (read Phillips/ASML) is the reason there are ITAR export restrictions. The patents are expired, but ASML still pays a licensing fee to the DoE. Part of the original agreement was ironically that they had to build the fucking machines here, but the Clinton administration let them out of it.
