They changed the eligibility age to join the military. They have not changed the draft registration age bracket. It still cuts off at 26. If there was a draft happening and they decided to draft slightly older folks first like Ukraine did because of considerations about future population stats, then yes they'd expand the registration window as well, but as things stand currently, if you're 40 and never registered, you still won't be come December.
