Criminals found to be insane go to a prison for the insane and stay there for the length of a minimum mandatory, then they get reviewed to find if they're sane at the completion of that mandatory minimum. This case is also a federal murder case, so after NC is done with him the feds get him, and the feds don't really allow insanity as a plea.
