There are a few million different types of "consultants", OP. I know a lawyer who evaluates lawsuits to figure out how big of a settlement should be demanded by the plaintiffs. Not the piddly-ass niggers who slip-and-fall in Walmart, but big international commerce lawsuits like when car transport vessels catch on fire out in the middle of the ocean due to defective EV batteries and incinerate the entire ship.

Then there are places like Andersen Consulting, which had to change its name to Accenture after the Enron scandal, or maybe the Worldcom scandal, or one of the other half-dozen enormous financial accounting scandals back in the 1990s. They just dump people into a business and then milk the company dry while providing zero useful help.
