1) Single Army but also have a national guard type system like USA has where individual "states" (the countries of the federation) can have their own mini army which can be used federally or not
2) Similar electoral system as USA or Germany but a voting system that allows for multi-party. A bicameral legislature with one house being proportionally appointed via national vote, the other being local districts appointed etc.
3) Common currency, economy, etc. (duh)
4) Basically a federation that reserves lots of rights for individual states like USA or Germany or Australia but the federal focuses on interstate commerce and military

As other neutral countries turn towards Europe Switzerland and Liechtenstein decide to remain neutral as they are de facto defended by only bordering EF. They have their own army (Swiss army for both) but have open borders with EF
>Vatican
Vatican remains fully neutral but nobody cares
>Not European
These countries are just not European and are seen as other nations to have varying relations with.

The good thing with a federation is the reserved rights for members... it's very good for Europe compared to a unitary model

Italy has a lot of important companies. Car companies, defence companies, etc. Anyway, if you want to reduce the amount of aid given to some countries, or make it conditional, then fair enough. That doesn't mean Europe has to be split apart though.

Yes when I included Belarus it was mostly a hopeful scenario because I do think the people (young ones at least) are pro Europe. But the political dimension of actually integrating them will be hard
