When you turn 18, you have to fill out that card and submit it, or else be subject to penalty, up to 5 years in prison, fines, disqualification for certain government benefits (if you're a man). This is just doing away with that process.In theory, you couldn't be drafted if you failed to register, but if there were a full on war, they'd end up rounding you up Ukie style anyway.
