Conditions are so bad in thier own countries that 'any' first world nation looks attractive to them, welfare payments make it possible for them. All welfare should be forbidden. If I as a British man came to Japan one of the first questions the Border Officers would ask me would be "show me proof you can support yourself during your stay, do you have health insurance, do you have a place to stay here?". We have a much worse problem in the UK .. Japan should deal with the problem early.
