BBC has no ads and is publicly funded by the license fee. Small tax everyone with a tv in the uk is supposed to pay (loads do not now).

It means that unlike commercial stations the bbc can take more risks by doing things a bit more experimental and intellectual. Bit more high brow.
There is a mentality in commercial stations that the general public is thick as fucking pig shit and that we need to cater to the lowest common denominator to catch everyone from the bottom up.

Shows like QI would never get commissioned by a regular broadcaster. They would see it as too high brow.
