What US states have the best public toilets? For some reason in my state clean public toilets are viewed with disdain like welfare we don't really deserve instead of the actual mandate of government.

It cost my city over $100,000 to put one of these toilets in. I think they want maintenance free toilets when it is a necessity.
There is one park in my city that has never had the bathrooms open. I can't remember one time in 40 years they have been open.
I piss on toilet paper at rest stops. White people don't shit in public bathrooms.
