Refineries are already operating at max capacity. It would take a minimum of a decade to build enough new refineries to maintain domestic demand while continuing to export oil. And the US has already been building them as fast as it possibly can before this conflict started. the president has always been free to engage in military action, just like almost every president before him. he has 90 days to inform congress, and even then, the constitution only requires him to INFORM congress.

Now Congress also could order the President to stop using the military to attack Iran ... but they wont. Not even if they win the midterms. You see, congress has never seen a war they didnt want to get involved in.

That would be true if there were other markets these companies could invest in, but the nature of capitalism requires infinite profit growth, and the only market large enough and with enough growth to sustain these companies is China. Maybe India will be competitive with China in like 50-100 years as a consumer base but they still haven't figured out how to use the toilet yet so I kinda doubt it.
