Introduced to help American companies worm their way into the healthcare industry in the UK.As a consequence now its very hard to expand capacity as the government has limited involvement. It can't simply build a new hospital as needed.And existing NHS trusts keep having to take on debt rather than receiving funding direct from the government for upgrades or new facilities. The PFI/PPP loan system wound up with a lot of trusts having to downsize facilities while still claiming the same capacity in order to receive enough funding from the state to both operate and pay back the interest on the loans to build their new facilities.Its all a total mess.
