Auschwitz held polish political prisoners to begin with. Birkenau was a Soviet POW camp before it properly became a death camp and I believe they were tattooing the Soviets and it carried over to the death camp and Auschwitz expansion. The tattoos would've been the prisoner's file number, so I doubt they were tattooing 69 or even 420 in the early existence of the camp.
