The crude oil storage in Cushing, Oklahoma, is the global benchmark for WTI crude oil. Once the inventory hits the 20 million barrel mark, it is considered deadstock, meaning oil can no longer be extracted. This makes 20 million barrels the absolute functional minimum. While the total capacity is approximately 76 million barrels, a healthy inventory level is typically between 30~40 million barrels.

You're misreading the context of that chart. Looking at a 20 year trend is irrelevant when the fundamental supply chain has been severed.

In previous low-stock periods, the global oil flow was still functional.

Right now, with the Hormuz blockade and a direct confrontation with China, there is no replacement for the oil being consumed. Even with the government dumping 4.1 million barrels of SPR into the system weekly, the inventory is still dropping.

In short, That is not a rounding error, that is a massive systemic leak.

Our oil based energy needs are not met with WTI crude. Almost all of it gets shipped overseas. We only use foreign oil, now mostly from Canada, Mexico and Venezuela in American refineries. We basically trade our light sweet crude for that thick heavy sour crude. And we can drastically ramp up production levels from their current on the floor volume here. Which will likely happen with all of those tanker ships headed to the Gulf of Mexico now. But it will take a couple of years to get that production to catch up.. I'm coming out of retirement for the boom. I'm already talking to some of the companies I used to work for: Baker Hughes INTEQ, Schlumberger (SLB) even Wedge Wireline Inc.. I was confused by this but it turns out that oil tank farms rely heavily on gravitational pressure, and once the levels fall too low there isn't enough pressure in the pipelines. Also the oil near the bottom is dirty and as the level falls the roofs of the tanks (which normally float on the oil using pontoons) sink and the pontoons rest on the tank floor, allowing dangerous flammable vapors to build up. This might explain the recent refinery fire in Australia.

Canadian tar sands crude is not high grade. There are some almost inconceivably large piles of sulphur dotting the landscape here, it’s a solved problem.
