Germans could sustain agricultural output throughout WW1 because of this and they were barred of world market as well. Why isn't ammonium production ramped up locally?

While it's not possible to get modern yields without N fertilizer (which is what there will be a shortage of) we can get pretty damn close with much less of it using proven modern "organic"/"permaculture" techniques developed in the last 30 years. There's a few local "organic" farms have been hovering around an average of 80% the yield of conventional farms in the same area but they will use as low as 1/6, but an average of 1/4 of the fertilizer of neighbouring conventional farms and minimal pesticide (they will be used if absolutely necessary but most don't use em, ever). These farms have actually been much more profitable per acre than conventional farms for the last 7 years or so due to not being as susceptible to rising fuel, fertilizer, and pesticide costs. Much more work and planning involved though.
