It's pretty obvious. He's trying to level the field in hopes of stabilizing the region. Since India is sucking Israel's dick so hard, his only option is to mediate between the US and Iran in hopes of building peaceful resistance. Problem is that as long as the US keeps acting like Israel's golem, with no larger goal than just depleting the region's natural resources, Israel will stay rampant, preventing parties from reaching agreements, or just blatantly breaking them. So basically, Pakistan is doing whatever they can to prevent a region-wide conflict, in which they would get the short end of the stick.
