The gov has no money, it can flog gov bonds - it however cannot function without companies and workers that pay into the gov budget. The roads etc were built in order for everything to function. Those roads could have been built by the companies - same with railways, ports, water, electricity. Gov's is highly inefficient. China pretty much abandoned communism because when it was let into the WTO it knew capitalism was the only way.
