It's fairly absurd to assume people involved in making video games are exposed to the kind of information that can't already be accessed by anyone with an internet connection or an interest in history. Take for example, the Patriots narrative from MGS2 - we see in this thread it's used as evidence that Kojima 'knew what was up'. In reality, the concept of a shadowy cabal existing behind the curtain is an extremely common theme. Governments worldwide are highly influenced by think tanks that represent the so-called "deep state". The film industry is different, however. It's more accessible - and whilst pic related is came much later then MGS2, this scene is a genuine Easter Egg that hints towards how the Deep State operates in plain sight.
