Not necessarily bad if you got to work 10 minutes late in the first place but it screws over the people who got to work on time or have to be somewhere else exactly at a certain time right after work. It's kind of collective punishment for mass tardiness but they did this instead of mass firings. But some companies will do this even if everyone is regularly on time for work.
