I think a better plan is to just prevent fertilizers from coming into South East Asia and India. That alone will kill over 500 million Indians as a huge percentage of their population relies on subsistence farming and the ones who don't dont get paid enough to afford a spike in food costs. It will lead to civil war in India which hopefully kills hundreds of millions more, that already puts us at 800 million and thats only if we blockade them for less than a year!
