If they move in they have to pay local taxes (good), if they move out completely and sell it lowers prices and the new occupant will then pay local taxes (good). The actual issue is on the spending side with huge deficit spending while defunding key services like police. The side issue is that the whole thing will inevitably be filled with loopholes and such that will enable the chosen to avoid the tax.
