Realistically the only solution is a shift in public opinion to truly want to solve the problem. Then a federal level push that treats it like a modern disaster situation. So full tent cities and city wide round ups. Triage level screening for treatment needed for drug addiction or mental health. Job training or a federal work program.Yet even then we would also need low income hud style housing as an entry level new job isn't going to cover rent. First, you actually need a legitimate dictator. The current system of democracy is so fucking corrupt and ineffective that you cannot realistically expect any organized front with solving the homelessness issue. There needs to be one singular ruler with the executive power to just decide that we are going to redirect a massive amount of funds away from useless shit to something that actually matters. Once you have a dictator, you round up the homeless and institutionalize them. Force them to rehabilitate. If they refuse, they go to prison to work as a slave for some years. If they are mentally ill, they stay institutionalized. If they rehabilitate, they get set up with a job.
