So businesses will claim refunds and the money will go directly to them, but the people who payed more for the goods taxed are still out their money. The companies will post record profits next quarter, their stock prices will rise making the shareholders (already wealthy) more wealthy and the average American is poorer for it and the prices will never go back down.All part of the plan.
