Mutt tomahawk missiles are definitely more expensive in terms of manufacturing cost. Imagine spending more money on complicated engine that could last more than it's one time use. Always thinking 99% success rate won't make things cheaper. And large cruise missiles are more easy to stop than swarms of chink jet powered mini cruise. That philosophy is outdated.

Is there some DoD procurement standard doctrine p(kill) maxxing?
Even interceptor drones / missiles meant to intercept cheap enemy air support are optimized for the wrong metric. A cheap sortie capable interceptor drone would be more effective as it can saturate the front.
Its like reusable rockets with SpaceX, reusable drones
