No. People on average will do as they are told by any person in "authority", whether justified or not.
Failing that you can threaten or force them to do it.
Does motivation increase their performance? I am confident that when sending men to battle their wish to survive is motivation aplenty.
Will it increase performance in other situations? The answer to that question does not lie in whether there is motivation, but where that motivation comes from, which makes this matter all the more pathetic.

I am only critical of your choice of words.
People merely imagine some values; quite a few of them; values that are "real" only to themselves, from a practical standpoint.
Obviously that can be sufficient to motivate a person, but it is not necessarily a good thing, and consequently open to criticism.
If the value actually is perceptible (and positive) that will usually be a good motivation, like getting food or physical comfort.

Like I said: I didn't get it either when I played the game, but the franchise as a whole does a lot to put it into context.
A soldier in modern armies is an expendable pawn to accomplish political goals. Rarely does he do a service to his people, besides the few that profit from it.
And even in a primitive context a warrior does not necessarily do good; there is nothing good in fighting a losing war, where diplomacy or even surrender may serve the people better; but guess who doesn't like surrender first and foremost? Your rulers, because it is them who will be displaced.
Even in defense soldiers are a tool to preserving the ruling regime.
