Just because it's not a perfect sphere doesn't mean it has to be flat

you use a geoid model applied to an ellipsoid with major and minor axes of flattening and use a scale factor to reduce ground to grid when you localize to a site and have determined the elevation above the "mean sea level". the earth is large enough that property lines, city plats, highways, and even the bridge over lake champlain don't have to take curvature of the earth into effect because elevation is measured from the nadirnadir.
