My conspiracy is that many population statistics are false. Poor countries have an incentive to lie about their population levels to get more gibs. A country with twice as many people needs twice as much cash. A country with twice the birth rate needs twice the medical supplies. And so on. India and China have incentivized local governments to lie to the federal government for gibs. China's population is even lower than they thought. Local governments lied about births because that's somewhat difficult to fully count and verify. But now that the kids are in school, they see enrollment rates fall far short of the cohort's reported population.
