Had they passed all of these amendments before readmitting the states of the CSA, it would have been legal, but forbidding the representative of any state, elected by the people of that state, from being seated for a constitutional amendment vote or any federal congressional vote, is highly illegal; beyond the level of illegal anyone tries claiming some unwritten shit like secession is, because it's written in the constitution that all states shall have proper representation by their state's elected officials.
