How would this be done? I'd actually like to know, because there are no perfect squares on any map and you couldn't just auto-assign districts that wouldn't make sense and would be a nightmare to manage.

As per typical, this bill does at least a dozen other things aside from gerrymandering so you have to accept a bunch of other bullshit if you want that part.

And this has in it as the solution the only "solution" ever proposed, creating a separate commission that draws the lines. So you get 5 Rs 5 Ds and 5 independents on every commission, along with rules that say

Just get two of the "independents" leaning toward one party - very likely in one-party states - then all you need is one blue/red traitor on the other side and you get to gerrymander. Manage it once and you'll get to do it again, promise.

There's a reason this is the only suggestion ever made. Only the two parties that exist can propose this legislation and neither wants to fully take that power away from themselves. They will at most create a new battlefield to fight on, which is what these "independent" commissions represent.

Gerrymandering is just a logical consequence of being able to redraw the lines at all ever. Solutions would need to include removing the ability of legislatures to determine their own constituencies, if we cannot rely on legislatures to be moral and restrained, which apparently we can't.
